Park Slope is one of the better neighborhoods in Brooklyn for solar and one of the more procedurally annoying. The roofs are flat, unshaded and south-exposed. They also sit inside one of the largest historic districts in New York City, which means an extra agency has an opinion about your panels.
First: find out whether you are actually in the district
The Park Slope Historic District was designated in 1973 and substantially extended in 2012. It covers a large share of the neighborhood but not all of it — the boundaries run roughly from Flatbush Avenue down to around 15th Street, bounded by Prospect Park West on one side and stepping irregularly toward Fourth Avenue on the other.
“Irregularly” is the operative word. The line runs mid-block in places. Two houses on the same street can fall on opposite sides of it. So the first thing worth doing, before you talk to anybody about panels, is looking your address up on the Landmarks Preservation Commission’s map. If you are outside the district, everything below stops applying and you are dealing with an ordinary DOB filing.
What LPC review actually involves
Homeowners hear “landmarked” and assume the answer is no. It isn’t. LPC approves rooftop solar in historic districts regularly. The governing principle is straightforward: panels should not be readily visible from the public right of way.
On a Park Slope row house that is a surprisingly easy test to pass. The typical building here is a three- or four-story brownstone or limestone row house with a flat roof set behind a cornice and parapet. Stand across the street and you cannot see the roof surface at all. Panels laid out behind the parapet line, set back from the front facade, are invisible from the sidewalk.
When a proposal meets that test, it can generally be approved at staff level rather than going to a public hearing — which is the difference between a few weeks and a few months. What triggers the longer path is anything that breaks the roofline: tall tilt racking that pokes above the parapet, panels cantilevered over the front of the building, or equipment mounted on a visible facade.
Practical consequences for the design:
- Low-tilt or flush layouts get approved faster. A 10-degree tilt behind a parapet is invisible. A 30-degree tilt array often is not.
- Set back from the front parapet. How far depends on your building height and the street width, since sightlines from the opposite sidewalk are what matter.
- Rear extensions and rear yards are more forgiving than the street facade, because the public right of way does not look at them.
- Conduit routing matters. Running visible conduit down a front facade will draw an objection that the panels themselves would not have.
The filing itself is a permit application to LPC with a roof plan, elevations and sightline studies showing what a pedestrian can and cannot see. It runs in parallel with the Department of Buildings filing, not after it.
What actually fits on a Park Slope roof
The row houses here are typically 18 to 22 feet wide and 40 to 55 feet deep. After you subtract the parapet setback, the bulkhead or roof hatch, any skylights, plumbing vents, and the front-facade setback the landmarks review wants, the usable rectangle is meaningfully smaller than the roof footprint.
In practice that tends to land a Park Slope brownstone somewhere in the range of a 6 to 9 kilowatt system. That is a real constraint worth knowing early, because it caps what the array can offset. A household with two electric vehicles and a heat pump may find the roof cannot cover full usage, and it is better to hear that in week one than after a proposal has been drawn.
Two structural quirks come up constantly on this housing stock. Roof access is usually through a bulkhead or a hatch, which limits how you get panels up and eats usable area around the opening. And these are party-wall buildings — your roof shares its structure with the houses on either side, so anything involving the roof edge needs care about where loads land.
Ballast versus attachment on an old roof
Flat roofs give you a choice: weigh the racking down with ballast blocks, or bolt it through the membrane.
Ballasted racking does not penetrate the roof, which keeps an existing roof warranty intact and makes the install cleaner. It costs you dead load — meaningful on a hundred-and-thirty-year-old wood-joist roof deck. Whether your structure can carry it is a question for a structural review, not an assumption.
Attached racking weighs less and handles wind uplift more predictably, at the cost of penetrations that have to be flashed correctly and that may affect a roof warranty.
The honest version: on Park Slope brownstones this decision is usually made by the roof, not by preference. Which is why the roof’s remaining life is the real gating question. If your membrane has five years left, doing solar first means paying to remove and reinstall the array when you re-roof. Combining the two jobs is almost always cheaper.
The incentives, briefly
Two things worth correcting, since Park Slope proposals from 2024 are still circulating:
The 30% federal residential credit no longer applies to systems placed in service after December 31, 2025. What remains for an owner buying a system is the NYSERDA NY-Sun incentive, the New York State credit at 25% of cost capped at $5,000, and the New York City property tax abatement at 30% of eligible cost paid out as 7.5% a year over four years.
That last one has a Park Slope-specific wrinkle. The abatement cannot exceed your property tax bill in a given year, and Class 1 assessment caps mean brownstones held for decades often carry tax bills that are low relative to what the house is worth. It is worth checking your annual bill against 7.5% of system cost before you finalize sizing.
The order to do things in
Landmarks first, or at least landmarks early. The sequence that goes badly is engineering a system, signing a contract, and then discovering the layout needs to change for sightline reasons — because the redesign changes the production estimate, which changes the economics you agreed to.

One last thing specific to this neighborhood: talk to neighbors who have already done it. Park Slope has enough approved rooftop solar now that there is a local precedent for what LPC accepts on a given block, and precedent is genuinely useful — an approved sightline study three doors down is the best possible evidence that yours will clear.
